The real conflict here is between Zeus and Prometheus, with humans as a mere pawn in their feud. This motivation isn't exactly uncommon in Greek myth - the events of the Iliad have a beauty contest between goddesses as their root cause. Depriving mortals of fire is exactly the kind of thing a vengeful god would do if he thought it would irritate his opponent.
The reference to Hades being full is, ironically, also Prometheus' doing. In Aeschlyus, Prometheus claims credit for imprisoning the other Titans:
It was not by strength or in the way of violence that the overcomers were to gain mastery, but by guile. When I expounded this to them in speech, they would not deign so much as even to look at it.
